Outagamie Board Polite: Sets Meeting Back a Week

Courtesy and consideration is not dead on the county board level.

Outagamie County supervisors proved it Thursday when they set their May meeting date back one week to accommodate Van Zeeland Oil Co., which plans to build a gas station, restaurant and motel at U. S. 41-County Trunk N intersection.

Statutes say legal advertisements must be published in a newspaper for three consecutive weeks before a hearing on a request for rezoning can come before a zoning board. After the zoning board acts, the county board does.

Peter Van Zeeland, Little Chute, through Town of Vandenbroek Supv. George Kroes, made a rezoning request to the county board a few days ago, but Kroes didn't get it to the board until Thursday afternoon.

Next Meeting
The next scheduled county board meeting is May 11 (the county board meets the second Tuesday of each month), so even if the legal notice was published today, it would be too late to be acted on at the next regular county board meeting.

So rather than push Van Zeeland's construction program back until after the June board session, the county board did the logical thing - they moved their meeting date back one week. Now the county can publish a legal advertisement saying Van Zeeland has requested a certain piece of property be rezoned from agriculture to industry, commercial and residential; the zoning board will hold a public hearing, and the county board will take action May 19.

Police & fire beat
LITTLE CHUTE - Police answered a call to Van Zeeland Oil Co., 309 E. North St., at about 4:30 a.m. Monday when an alarm inside the building sounded in the home of the owner, Peter Van Zeeland, who lived adjacent to the business.

Police assisted by the owner and squads from Kimberly and Combined Locks, found no one in the building, but a filing cabinet and desk drawer had been pried open and keys were reported missing. Entry was gained by removing a screen and prying open a window. Wires from an outside alarm system apparently had been torn off, but the alarm system in the building remained active.

Police believe the intruders were scared off and had fled through a south door minutes before they arrived, according to the report.

10. Harlan Edward Metzler

Harlan married Faye Lenora Scutt 2.,5 Faye was born on 20 May 1920 in Gillett, Oconto, Wisconsin, USA,30 died on 16 Apr 2000 in Oconto Falls, Oconto, Wisconsin, USA 31 at age 79, and was cremated on 20 Apr 2000 in Oconto Falls, Oconto, Wisconsin, USA.32 The cause of her death was Congestive Heart Failure - 2 years.

Marriage Notes: Grandma and Grandpa Metzler's house was always a very comfortable place to visit and stay. They always had an open door to everyone, many times while visiting I'd see their friends just stop by.

Grandma always made excellent chicken and apple pies. I also remember her making carmel corn frequently as treats for her many visitors. Grandpa was an excellent cook in his own right. The family still uses his recipe for pea soup.

Grandpa always had a dog in the house and they were generally the most spoiled pets, he fed them from his plate, trying to sneak it below the table whenever we'd eat.

As a young teenager, I would spend a week at their house each summer to shoot archery and fish with my grandfather. He would take me to see his friends and they always treated me like a part of the group. He had many close friends with whom he enjoyed spending time shooting archery, pool and fishing. Grandpa seemed to enjoy fly fishing for trout most, and taught me to tie the flies that we used.

Grandpa worked at the Scott paper mill in the accounting department, I'm not sure of his exact position, but I know that it had something to do with bookkeeping. I remember that the mill was perhaps the most foul smelling place that I've ever encountered. Producing a sulfur smell that penetrated the entire community.

Grandpa had a cabin off of "Old 64" in Mountain, which he called "Friar Tucks retreat." It was a small cabin which required using an outhouse. It was in a very beautifully wooded area and he would take me out to pick wild mushrooms including "morels" and "beefsteaks."

Near the end of Grandma's life, I was able to spend a lot of time talking with her about her life. She told me that she used to work in or own a beauty parlor and that grandpa was working as a great lakes mariner when they met and were dating. She said that they had to be married during the Lenten season due to Grandpa shipping off on the boats for the season shortly thereafter. The Catholic church did not condone of the pomp and circumstance of a wedding during the Lenten season, but eventually agreed to allow them to be married. Grandma had to wear a gray suit rather than a dress because of the church's requirements. She also told me that they played the song "Shine Little Glow Worm" at their wedding.

On the day that grandma passed, I had received a call from aunt Cathy that this would be the night. We packed up our entire family and were at Grandma's house within the hour. Everyone in the family excepting Karen and Dave (who lived in Florida) were able to make it there that evening to say goodbye to Grandma. After everyone left Cathy, Mom and I stayed and stood vigil over grandma and administered her Morphine to keep her comfortable. While I forget the exact time, I do remember seeing her take her last breath and saying "Goodbye Grandma" and then Mom and Cathy realize that she had taken her last breath. - Jay S. Kewaunee Grandma a Pioneer Plumber

By PAT VIETS
Press-Gazette Staff Writer

KEWAUNEE - Caroline Kubctz, Wisconsin's - and the nation's - first female master plumber, can't wait for tomorrow. Too many Interesting things are out there for her to do, says the 62.ycar.old grandmother, who also drives a front end loader, has remodeled her house, dug ditches during the Depression for $1 a day, split wood and installs septic tanks - besides engaging in the more usual grandmotherly pursuits of quilt making and crocheting.

She pours coffee in the kitchen of the comfortable rural Kewaunee farmhouse that has been her home for 44 years and remembers that when Aldrich Kubetz' 17- year-old bride moved in that Depression summer at 1934, there was no electricity or running water.

"At the time we had a houseful of relatives living with us," she recalls, "and I thought, gee, I'd like a bathroom. Well, my husband said we could afford the fixtures but not the plumbing."

"So I went to the state for a code book. Every fixture you buy has a picture with everything drawn up," she explains. "If you use your God-given sense you can do it. We didn't have water, so I decided to dig a well in the basement. Went down 14 feet, got a hand pump and put a tank up in the attic - after all, water runs on gravity. Well, it worked."

That led to more plumbing jobs for neighbors and friends. "You didn't have to be a certified master plumber at that time," she notes. "When somebody needed something my husband would say, "Oh, my wife will help you put it in."

Years later, in 1964, she received her master's certification from the state through a "grandfather" clause and signed affidavits from homeowners. Indisputably the first woman to became a master plumber in Wisconsin as well as in the country, she adds with a laugh, "I think I was the first in the world."

The plumbing jobs were done mostly at night. Daytimes were 'too busy" what with milking a dairy herd of 35 cows, raising vegetable crops for area canneries and the farm chores. She also helped with the family field tilling business, working alongside her husband, digging ditches with a pick and shovel. "I always enjoyed working outdoors," she says, reliving those days.

Work was no stranger to this daughter of a cheesemaker, who "grew up in a cheese factory." Born in Kennan, (Wis.) she was the middle child of eight, all of whom learned to work early. 'We lived like gypsies," she remembers, "moving from factory to factory in north central Wisconsin, wherever they paid my father the best prices. I stirred more cheese . . . ."

By the time Caroline was 26, her own household included two boys and three girls, all born at home.

But it wasn't all work. Every winter Caroline and her husband would pack up and put the children in charge of the farm. And with a portable stove, a Willys Jeep that "looked like an orange crate" and "no destination," the couple set out together to see the United States. "We called home every other night," she recalls.
"We'd pull into a fanner's field at night to sleep. We'd eat along the roadside. It was travel on a shoestring - you didn't have that kind of money then."

Those were the days when it was 10 cents a gallon for gas, and the Willys got 22-25 miles to the gallon. "Why can't our carmakers turn out cars today that give us nbmileage like the old ones?"

Kubetz died 15 years ago. Now, his widow reflects, "It's a great consolation to me to know that my husband and I did the things we wanted to do. Too many people are always waiting to have a high class vacation. Lots of times they never get around to it. Money doesn't mean a thing. Do it anyway!"

This philosophy included having fun along the way. "We danced two or three nights every week. You have to have relaxation, the energetic grandmother insists. "My children all knew how to dance."

"I feel very sorry for anyone who decided not to have children or adopt them," she says with emphasis. "I've lost my mate . . . If I didn't have my children and grandchildren, I'd have nothing to look forward to or work for."

Several weekends during the fall, a number of her grandchildren - there are 19 - have fun getting together at the farm to fill Mrs. Kubtez' basement with furnace wood. (A standby oil furnace keeps the house warm when she is away. "I only spent $97 for oil this winter!").

The farm also boasts a pond near the woods where her grandchildren like to camp out. Much of her family is nearby; a son Tony lives in Kewaunee; her oldest daughter, Mrs. Robert Mleziva, lives on a farm near Pilsen; another daughter Helen, (Mrs. William Alis) is in North Dakota; Joan (Mrs. Michael Stadola), the "baby," lives just a two or three miles down the road. One son was killed in a farm accident.

With her plumbing jobs pretty much phased out in favor of other activities, ("I only put in a couple of septic tanks last summer"), Mrs. Kubetz put together a few patchwork quilts this winter during a brief bout with cabin fever.

Having made all her own clothes, "since I was 11 or 12," her colorful closet reveals nothing storebought. A favorite outfit [is her green "zebra dress," a floor-length gown with a bias stripe running diagonally from top to bottom. She models a crocheted cape-shawl ("about 68 hours") and makes afghans. She also sews for others, and her summer garden feeds four or five families.]

She elaborates: I think the big trouble today is so many people are doing jobs they don't enjoy doing. When you enjoy something, you put your all into it, you're less apt to make mistakes because you're more alert. These people just putting in their hours could care less. That's why we have defective goods."

On the way out to the machine shed, center of the family's contracting business, you pass a jump rope ("I use it every day, right here in this kitchen.") inside the shed, which the Kubetzes remodeled from the original granary, she picks up wrenches with professional deftness and wields a welding torch like a veteran.
"If you can read and understand what you read, you can do anything you set your mind to, with a little practices," Carolyn Kubetz has always believed.

The marital odds would seem to have been against a 17-year-old who had known her husband only six weeks. But, obviously, as she puts it, "I've had a very happy marriage."

"Be willing to give more that you want. In the long run it pays. I'm not saying we didn't have our ups and downs - what marriage is any good without them? But we worked together. We did practically everything together."

After her husband became ill and couldn't work, he got out a pencil one day. "I figure you and I dug a tranch from here to Chicago and back, four feet deep," he said.

What's ahead for the indomitable lady? "Now I'm the trim grandmother, who is still about as slim as when she married. "Well, I'll tell you," she says with conviction, "If you have your hands busy and something to look forward to, you can always figure you have nothing to worry looking for some new challenges," she muses, "something I haven't done. [Worry kills people.] I don't know what that will be yet, but it will have to be something interesting. I can't stand sitting around doing nothing. I may get into working with aged people . . . last fall I took a bunch from the old people's home for a drive to see the fall colors. There's no end to the things you can do."

"People spend too much time feeling sorry for themselves. They're too self-centered. They never see life in the broad aspect. I never had time to do that."
